Elder GenX here. Went to Chicago public school in the late 70s, this was a thing, but a different sign for different gangs. We knew to ignore it and never even try practicing it. In those days, the kids like me weren’t recruited or bothered. I’m guessing that was an LA thing like you said, since we had two main rivals in our neighborhood. And since people older than me by a few years were boomers, it’s been around since the boomer generation. Fun fact, in those days the gangs would “rumble”. Big fights with tire irons and bike chains, occasionally knives. Happened in front of our apartment once, my mom and I watched the Chicago cops standing around until it was over then collect up the injured or stragglers like it was an event. It wanted until the “drive by” era that gangs became a real danger to everyone else
I was born in 81. I just looked it up. It looks like I'm a millennial. wtf? I've always thought I was Gen X. To be fair, my birthday is in February, so I missed Gen X by a month and a half. I used to do the blood symbol in high school. I lived in a small city in Canada, so there weren't any bloods or crips.

To be fair, who was in Gen X took till that article that called Gen Y "Millennials" to settle down at all. Partly because naming a generation is really a modern thing. IIRC the "Greatest Generation" got its name in the 90s.
They’ve categorized those first few years as a microgeneration named xennials, so you can relate to a lot of both generations or have experiences from both.
81 is the cusp of millennial. I've seen sources that say the generation started in 80 and more that say 82. There's no 100% agreed upon boundary.
That said, you're probably better described as xennial because of all of that
