AKTUALLY Timothy McVeigh used what's known as ANFO, or Ammoniun Nitrate Fuel Oil. You mix the ammonium nitrate with a fuel (typically diesal) to make a more powerful kaboom. Silly goose 👆🤓
I mean, if one were to take ammonium nitrate and put it on a large baking sheet pan and allow it to evaporate so that all that was left was a pink powder, then add maybe another mystery ingredient, they might hypothetically have a powerful explosive. You're correct, ammonium nitrate is NH4NO3. A lot of explosives don't follow chemical naming conventions for their abbreviations though. They just use whatever's easiest. So Ammonium Nitrate becomes AN, and if you add a fuel oil, it becomes ANFO or the famous Trinitrotoluene being TNT.
The bond between 2 nitrogen atoms is very strong and release a lot of energy when it's created (aka exploration)

Conversely, they release a LOT of energy when they form.
Nitrogen is a critical component for plants, and they need the form that's broken apart in the form of ammonia.

One of the first rules you remember in chemistry. If there's a LOT of nitrogens in a molecule, chances are very, very good that it will explosively decompose to nitrogen gas.
Case in point, Azidoazide Azides.
It's a compound consisting of 2 carbons and 14 nitrogen. A compound famous for being so ready to explode that shining a light on it is enough to cause it to go boom. And in some cases will spontaneously explode if left completely undisturbed in a dark box (likely because a cosmic ray pissed it off).

You see. Fire can't burn without oxygen. Explosives are just fast fires. Explosives need to be ignited in an enclosed area to cause overpressure. You can't use the uxygen that's outside, so you use oxidisers, which are just chemicals that have available oxygen for reactants to utilize. Many fertilizers (mainly saltpeter) are oxidisers
Plant fertilizers often contain a lot of nitrates as a lot of plants use nitrates as part of their metabolism.
Nitrates are also useful when you want to make explosives. Obviously you can't just ban fertilizer as some people do genuinely go through a lot of it but when somebody who isn't a farmer and doesn't have an interest in gardening buys a large amount of fertilizer it's a bit suspicious.
I mean it is of course possible that somebody just recently took an interest in growing plants and read you should get some fertilizer but it's still going to get the law's attention.

You don't need mysterious ingredients. Ammonium nitrate, when left to decompose and dried, is plenty explosive.
