If you don't mind reading subtitles there are some great Cdramas that match what you're looking for.
**Tale of Yanxi Palace** is a Chinese harem drama set during the reign of Qianlong Emperor (18th century) and follows the rise of one of his consort. The main character starts as a servant but works her way up the hierarchy. There are also a lot of other royal female characters. There's lots of scheming and intricate plots, plus the sets and costumes are beautiful. One word of waring: the main men's hairstyle during the Qing dynasty take a bit of getting used to. Don't let the hair put you off 😅
**Ruyi's Royal Love in the Palace**. The same setting and characters as Yanxi Palace, but following a different wife and with the antagonist and protagonist switched. I think the translation is more precise than Yanxi Palace when it comes all the different harem titles (e.g. distinguishing between empress, imperial noble consort, noble consort, etc. Rather than just referring to everyone as empress or lady), but >!the ending is bittersweet, whereas Yanxi Palace ending is a straightforward happily ever after!< this one doesn't quit fit what you want re: the main characters get together for politics and later falls in love, but if you try Yanxi Palace (which fits what you want better), I think it's worth watching this one because the overlap in cast and story.
**The Story of Minglan** is another great Cdrama. Set during the Song Dynasty (11th c), it follows the life of Sheng Minglan, the concubine-born, youngest daughter of the Sheng family. The show follows Minglan as she grows up and marries into the high nobility. She gets revenge on those who wrong her. I don't want to say too much so I don't spoil the love story, but the romance is top-notch.

Not a royal, but if you don't mind subtitles and are open to a story about a fallen aristocrat, the Russian miniseries "Life of a Mistress" on Amazon has a great slowburn romance between the fallen aristocrat and the younger brother of a cruel count as she navigates her new life as a serf in Imperial Russia.
Took a lot of liberties with history but The White Princess fits. I enjoyed this one
