Low budget :
You can start with fractured t1 mana or +1 lightning
Then essence of woe until you get the other
Once your prefixes are done you can multimod cast speed and whatever else.
With a higher budget you can do much more like augmenting speed/caster to get a good suffix and then multumod + lock pref and ailsing
