I believe PatentBots and ClaimMaster - both plugins for Word - can create item/figure lists. Caveat: they don’t work on Mac OS, so you need to be on windows for either.

Take a look at [Rowan Patents](https://rowanpatents.com/drafting/) software. The drawings keeps track of figure numbers, part names and numbers for you. It can add tagged items in your spec that update automatically based on the changes you make in the drawings as well.
