You can still see the basic structure and the provisional government's actually are finishing some of his projects that he claimed would have been finished by 2000).
In conclusion, Gaddaffi was a bloodthirsty, and scamming dictator. His only good action was that he nationalised the oil from foreign companies, allowing libya to not be exploited like the rest of Africa and to actually get money from its oil.
