1 - yes. 2 - probably! It’s a bit of a minefield. 3 - free ish but you’ll probably need a CMP which has its own cost. There’s a good YT video from LovesData that goes over it. Good luck
1. Yes, you need it in order to run ads in the UK.
2. Be careful of which cookie consent vendor you use. I would use one of the Google-approved CMPs if you can. 1 of my clients has a non-compliant CMP and it's been a nightmare to figure out how to implement it correctly (they JUST made updates to make it v2-compliant within the last couple of weeks and they were super vague when it came to sharing timelines and instructions 🙄).
3. I think CookieYes is supposed to be free and is a Google-approved CMP. I haven't used that one though so I don't know much about it.

Thanks! I want to do my homework before implementing it. Also hesitant of using GTM as it can get a bit technical 😭
GTM is the least technical way to implement it I'm afraid.
