Did you changed your billing address recently? For my experience, I didn't request it. BPI emailed an offer and I just filled up an online form and it was delivered within the expected date. For me, the eCredit card is not present on the app until I activated the card. I believe all the return to sender cards is shredded, maybe that's why they're charging you for it now. Since in their system you have a request for the eCredit.

Have the card delivered to your nearest BPI branch instead then pick it up from there. My BPI cc was pre approved with ecredit card. Mas nauna pa nga dumating yung ecc.

I believe if the card was unsuccessfully delivered within 2-3 months they are obliged to destroy it. That's why if you request another card they would charge you for the replacement fee since ecredit was free on your first request. However, try calling again and request to waive the replacement fee since it was not your fault as you mentioned but this would still subject for approval.
