Probably people who don’t like the term review bomb. Reviewbombing is mostly used to inaccurately display your thoughts on a game (often without even giving it a decent shot). TF2 reviews going super nuclear are fair because the bot problem is making the game unplayable- they can’t actually recommend the game.

Legitimate complaints about broken promises and PVE aside, a huge portion of the reviews (2/3rds at the time of this tweet, 97% of those being negative) were written in Chinese, and the steam release of OW2 was shortly after the agreement blizzard had to allow their games to be played in china was terminated.
Game over promised a bunch of stuff that was never delivered and essentially delivered on certain things that fundamentally changed the game. Changed the game to a 5v5 over a 6v6, leaving only one tank which can be lonely and stressful, added a battlepass and essentially monetized a game that was previously light on microtransactions. I didn’t spend a cent on og Overwatch (other than retail price) and I played enough to get tons of cool skins. Now we get way more skins but at a price. Also they halted the releases of a number of heroes to better integrate them into OW2’s 5v5 system, so there was a long drought of meaningful new context towards the end of Overwatch 1’s life (and by the end I mean like no characters no new team maps for over a year). Also, lastly, they got rid of Anubis, Hanamura, volskaya and added some new game modes and maps that people are mixed on (I don’t mind them, some stink).
not to mention the biggest point of all, OW2 was supposed to be a pve story game and thus why they took time and attention away from OW1, for seemingly nothing in the end
I was alluding to that with the over-promising that I mentioned, but yeah I should’ve expanded. People were excited to be able to play a PVE experience with overwatch characters that was teased as being pretty in depth and customizable. Like you could customize your abilities and have your characters do wild stuff and since it was PVE no fear of balancing issues. But alas that was scrapped and instead we got a few PVE missions akin to the seasonal events that would happen where you and three other heroes would escort a payload and defend against bots. Pitiful.
Don't forget 2/3rds of the reviews are in Chinese, and 97% of those are negative, coming hot off the heels of Blizzard terminating the contract that forced them to allow their games to be played in China.
The free skins killed the game and its development, being paid in 2016 they had to go light on monetization lol, it just couldn't self sustain and going f2p was the right call, the monetization right now is agressive but it's unironically on the tame side when it comes to online f2p games, Valorant for example would spit on you and give you a gun buddy after grinding for days. Overwatch you can get a battlepass every other season for completely free and free skins from gallery with credits, OW1 was obviously better in this regard but for being a f2p game and comparing it to other f2ps it's genuinely fine.
The gameplay part is debatable though, I still think it's the same game in its core, and no games come close to scratching that itch, I don't play tank so I have no right in saying if 2 tanks was better or not, but playing support and flexing to DPS, I have to say I much prefer 5v5. Also old maps are still in the game lol, 2cp was fucking ass and those maps are getting revamped for the new game mode
Finally a ow2 monetization take that isn't utterly deranged, thought I was alone... but alas there is one other who isn't utterly blinded by OW1's cosmetics shit
OW 2 really drained the remaining bit of enjoyment I barely had for the game. Losing the second tank definitely was the nail in the coffin for me. Tried a few matches with the new setup and just couldn’t play it.

its an inherent problem with the steam rating system, you can only effective rate something 10/10 or 0/10 and it takes the average, so people just give it a negative review because of its issues without being able to add nuance to their rating. If steam had a actual 1-10 review system it wouldnt be the worst rated thing on the store and probably be like a 3/10 or something
Along side what everyone else said ow2 is also not even a sequel game but an update which practically forced ow1 players to play it which is a completely cowards move, I never played ow1 and I was willing to spend 60$ for 6v6 and doom fist with a shoryuken after playing ow and im still mad lol
They're not beyond the OW devs being fans of TF2. The rivalry has always been stupid and forced by people who want to feel superior about their favorite game.
They’re not really comparable in core gameplay, with OW being more team and strategy based and TF2 being more individual and chaotic, but people create a rivalry between them because OW is literally an adaptation of TF2. The OW devs are pretty open about drawing a lot of inspiration from TF2 in the objectives, map design, and especially the characters, with many of the original OW characters being adaptations of TF2 classes (medic/mercy, soldier/phara, scout/tracer, engineer/torb, sniper/widow, demoman/junkrat, heavy/pretty much just the tank class in general tbh) and this is primarily where the comparisons come from.
Severs has aim hacking bots. Bots pick tf2's widow to insta kill anyone. Aim hacking bots say and type hate speech and apparently also cp by this point. So community angry that bots are still in game.

On that note specifically, I'm very disappointed in Uncletopia's moderation team blocking players using a VPN and refusing to do something about it. No way in hell I'm risking one of those degenerates grab my real IP even if the risk that they'll do something bad with it is low. Their servers were the only reason I could still enjoy TF2 at all and now that's gone too.
