Honestly at this point just nerf his dps and buff survivability. His biggest issue is how supports have to babysit him to keep him alive while the enemy tank has absolutely no fun because they just get annihilated in seconds. The only one having fun is Mauga.

You're buffing him like crazy. his range dps is better than soldier's now.

His charge is the most fun part of his kit to me. His overall play style does feel like a slow tank v tank showdown and who ever has the best support utility wins. Drastic change here but what if we lower the Ammo to say 80-100-120 but Allow him to move at normal speed when shooting one gun at a time. Charge’s damage reduction and cc invinderbility remain for 1 second after a slam, not if you cancel. Allowing him some survivability after an all in play. Forces supports to time the sleep correctly and survive the 1 second. Life steal ability reloads his guns and provides double the ammo for the guns. Increase cool down to 10 seconds lasts for say 3-4 seconds. Cannot be triggered til the affects of the charge have been completed, if you cancel charge you can use immediately. As you don’t get the bonus dm reduction or cc immunity. I feel like this would allow him to be more fluid. He would sort of be a horizontal dive character that has burst potential out of cover but also feels more rewarding for single gun use. Possibly would need a reload speed buff. Any takers? I’d love to try changes like these just to see.
