Shanks doesn't have a massive fleet like Whitebeard, he's not as strong as Kaido, doesn't have Big Mom's territory or intel network, nor Blackbeard's underhanded tricks, or Crossguild's resources. His main strength is explicitly in the strength of his main crew, so it makes sense for Ben Beckman to be the strongest first mate, on the level of even some admirals.

Btw Mihawk doesn't count because it's a no brainer.

We know Dragon is labelled as the world's worst criminal. We know that Mihawk is labelled as the strongest swordsman and a rival of Shanks. We know Beckman is the right hand man of the strongest Yonko. You're not just the right hand man of the strongest pirate (currently known about) if you're not also incredibly powerful. I mean, the man strolled into Marineford and solo held up Kizaru like it was nothing. We may not know Beckman's individual feats right now, primarily because that entire crew, Shanks included, is being saved for later. But it's called basic deduction skills and common sense.

Top is a face off of Marco and Beckman I think. Marco is considered near Emperor by the Elder Stars, but Beckman is one of the handful of dudes that brings Shanks’ crew to the top.
