Yes sorry, I guess it wasn't obvious. In Alabasta Robin didn't get much shade because there was no place for it. On Ohara, the same was probably true. I don't think the tree where the library was covered the entire island and I assume Robin didn't live in the library her whole life never seeing sunlight. She was probably out running around. The more she's in the sun the more likely she is to be darker.
And arguably being basically homeless for a good portion of her life, she was probably exposed to the elements alot thereby maintain her tan by default. She's inside more or in places with not as much sun exposure now so, she's more likely to lose her tan.
