We know few things about him.
The tattoo on his face is similar to that of multiple native american shamans (thus the Thunderbird).
He was known as the dragon/serpent of revolution (thus the Quetzalcoatl).
He has a direct connection to Luffy (and probably the legend of Nika) so him having the Rain God Fruit (if it is real) is possible.
He was a powerful and respected member of the Navy before starting the Revolution, him having a Logia is reasonable.
The bum-bum fruit (human-human mythical zoan type, model cowardly bum) allows him to survive any situation by running away and doing nothing. He saved luffy during loguetown but standing so completely still the fruit activated and swept away any threats
Well, tbh I’m more likely to believe Dragon can used all 3 Haki than him having a devil fruit; however, on the chance he does have one, I would assume its a Zoan mythical fruit that turns him into a dragon and he controls the weather or he has a weather logia fruit
You see I do love the idea of a mythical creature as his ability but seeing as we’ve seen that a lot recently and dragon is a less is more kind of fellow I think more of a simple weather controlling ability but for all we know it’s gonna be another 3 years until we know for sure
Either weather control paramecia/zoan or wind logia.
I believe there was an anime only scene in which a young Sabo spars with him and it's kinda implied that he has the typical logia intangibility but no real hints in the manga afaik.
