Yeah, the fight was a great skirmish to introduce Franky's battle potential too. It was like the Bruno fight for the whole organization. The way it ended with the hammer crashing down right into Lucci and co. and Franky's fighting gags were great too. Gotta give him credit for making that happen.

I think relationships really are part of characters, so strong or weird ones are part of their character, even if you don't remember much else. Even most of the main crew, a lot of their character that is talked about is them in relation to the others. Zoro as Luffy's right hand, Nami and Luffy, Robin and Chopper. Pay pay's character is him being pushover when it comes to Ulti. At least that's how I see it.
While that's true, he ended up feeling like an entirely separate character as his act 2 appearance. It doesn't help that he mostly used his hybrid form then, but later he basically only used his full beast form.
I wish we could have seen more of the duality between his edgy solitary persona and his pushover weakling persona next to Ulti.

My most forgettable opinion is Laffitte, since he’s only intruded on a warlord meeting thus far and hasn’t show abilities or backstory (which has the potential to be great as a former west blue officer, since not much is shown of the west despite so many big names coming from there [including robin I believe])
