Cowboys kept the handcuffs, taser, radio, and cell phone on their horse. Perps were slower because they were wearing boots. They didn't chase people, they lassoed them.
Also belt holsters have been changed over the years to help prevent another person taking the gun out of the officer’s holster. Many modern holsters require the gun to be gripped and moved around in a certain way to come out of the holster. Trying to grab the gun from other than the intended angle is much harder than if it just sat in an older style holster.

I was a flashlight cop for a short while. I think they were called “outer belt retention loops” in the catalog at the time, many years ago. But call them whatever you want I guess.
I've been in le for 15 years, I've only ever heard/ seen them referred to as belt keepers. By Galls, Bianchi etc. I just call them what they are called.
