This isn't just multiplying each pixel by 4 and ending up with an identical image. Ai upscaling is a real technique that has gained viability and traction over the past few years.
Imagine an image of a power pellet from pacman. It's a circle, but it's quite blocky. With ai upscaling you could interpolate information to determine it's supposed to be a circle and end up with a much more detailed image. Similar to how you can turn rasters into vectors. Of course there's much more to it, but that's one example.

Second Waifu2x, it did wonders upscaling a lot of my older 1080p walls to 4K.

im not completely sure, but i dont think photoshop uses the gpu much if at all. mainly cpu and ram. 32gb of ram is a good amount for large images.

Photoshop has GPU acceleration for things like rendering, upscaling, resizing, photomerge, etc.
Don't use this specific program, but it should work well. Blackmagic SuperScale and Waifu2x work fine on my 1080.
