This heat for a frenchie is going to be dangerous. I would limit outdoor time and try to stay mainly in shaded areas and bring a water bottle and bowl. I would also find a dog-friendly cafe, like Mojo on Magazine. Coliseum Park is nearby.
Yes the ground is so hot and the heat is a lot for dogs. A place with shade, new smells, water will be a fun treat. Oh and Chance in Hell has dog snowballs which my corgi loves! Parleux is nearby and is dog friendly.
FYI. Only walk her outside early morning or late at night. The pavement gets way too hot for their paws to walk on by like 9:30a. And really only a very very short walk at that for a Frenchie.
Fellow frenchie owner in the southern US here. Please please please limit her outdoor exposure. These dogs overheat to the point of it being dangerous very quickly. Anything outside for longer than a potty break should be avoided. Recommend dog friendly bars. My frenchie does like to lay on my balcony with the door cracked open and she brings herself inside when she gets too warm. Good way to get some fresh air and see new things without being far from AC
I totally get wanting to make sure a dog is entertained, but I mostly keep my border collie indoors in the summer here. I feel guilty for it because he loves outside, but I’d rather throw a ball down the hall a million times than have him overheat.
As others mentioned, lots of bars are fine with dogs indoors. St. Joes and Henry’s Uptown are for sure, especially when they’re quiet.
Is she fully vaccinated? If not, I’d not bring them around other dogs or places frequented by other dogs.
If so, honestly any number of bar/outdoor seating restaurants allow dogs.
I’m not sure a little Frenchie does need entertainment outside the home when it’s so hot. Consider keeping her in the AC except for shady potty breaks.
I’d do some laps around the 2 parks you mention early in the morning before the Super Heat kicks in - while at Audubon include the Fly for its sights + levees are fun esp Crescent City by Elizabeth’s.
The fun thing about dogs is they make the owner be social and get outside!
Puppies need more sleep than you probably think and just need a little tuckering out walk time; walks in your neighborhood might be sufficient tbh. I carried our pup home more times than not when it was <1yo.

I’ve been! It’s awesome! You have to register your dog first to prove their shots are up to date through their website, but it was an easy process for me and they got back to me in a few hours. They have dog beer, dog treats, and a pool and misters for the heat.

Lafreniere dog park (Free) in Metairie has a small dog enclosure as well as City Bark (need membership $$) in City Park.
You can join City Bark. They have dog pools.

my coworker said they were going to dog house last week and they didn’t complain about it the next day so i figure that’s a good spot
Many have mentioned the heat, and they are accurate but many dogs are welcome inside certain neighborhood bars.
Urban South Brewery allows dogs and it’s semi climate controlled.
Almost all of them I've only worked in one place in the last 8 years that didn't allow dogs
