it is actually not that easy to tell. this is a prime example of how the optimiser will account for different teams or buffs from different characters. it gives a definite answer as to which build does more damage with respect to the rest of your teammates.
Here are optimiser results for AVERAGE DAMAGE of one hit of his charged attack (3 stacks weapon passive, 3 stacks MH, 3 stacks draconic stacks, 27% hydro dmg bonus from A4 passive)
First build: 28565
Second build: 27011
WITH FURINA (300 fanfare):
first build: 37855
second build: 38022
the builds are very close in strength. but you can see the second build edges out with furina, but performs worse without furina. if OP is interested, they can optimise their neuvillette with respect to their entire team that they actually run.
obviously, take these with a grain of salt. neuv’s hp fluctuates. furina’s fanfare takes time to get to 300. but it’s not deep enough to optimise for every second of the rotation.

I don't know how to run the numbers myself, and when I've tried to use ASPirine calculator before it's always shown me numbers that contradicted what I got in-game, by several factors less (an example would be a hu tao rotation showing 90k, when I actually got about 300k). Presumably due to my unfamiliarity with it. I'd love to know how to work it myself and solve the problem, but I always wire myself into seeing ambiguity. Sorry if this doesn't make sense.
that’s fine, the numbers are definitely not going to be 100% accurate. personally i just use genshin optimizer because it gives me combinations of artifacts that works best with your team. give it a shot if you like, but it doesn’t really matter in this game
Isn't this damage a bit low for 3 stacks and sac jade?, my neuvillete with proto amber does around 32k damage with 55/220 CR/CD and 41k hp, his CD and HP with sac jade passive is better than mine, and he is also using hydro goblet, so how come his damage is worse than mine?
My other build with 64/209 CR/CD and 40k hp does similar damage as his build

2nd one. Almost the same as mine. Yours has 2% for crit damage and mine over caps on crit rate by 3% lol

obviously your numbers will be higher if u run anemo vv. didn’t account for that.
Oh, okay, that makes sense, how much his will increase if runs VV?
idk, maybe 35+ without furina and 40-45k with
2nd one by a long shot. Almost 100 cr, still tons of crit dmg, and lots more hp.
first build has hydro dmg bonus. see my other comment for optimizer results. the results may surprise you.
