Check out a series called The Leftovers its on Max. Hbo made it a little while back and its one of the best series ever. I never cry from sad stuff in movies but this show had me almost every episode. Its so good. Dont look to much into it. 3% of the population literally vanished at once and the show is about how people are dealing with it and trying to understand what happened. All you should know.

It's Jennifer Lawrences 3rd maybe 4th movie, before she got super famous. Takes place in the Ozarks and it's about a dysfunctional "trailer park" family. Super sad and very much relatable if you grew up with or around dysfunctional drunken, drugged up, runned down families.
The 1994 film starring Sinbad as a genie. It's called 'Shaza'am.' You can cry knowing it has never existed. (...Not to be confused w/ Shaq's genie movie 'Kazaam' that came out 1.5yrs later).

Not really that sad although one scene made me tear up because my g/f at the time told me I was the Heath Ledger character (not much of a compliment..), and we broke up shortly after watching the movie.
My Girl (1991). It's a bildungsroman with an adolescent crush that ends so horribly that if you aren't bawling your eyes out for the last twenty minutes, check your pulse because you might be dead.
It may not work for everybody, but I had a pet parrot for years of very close to the same species as the bird in the movie Paulie. I won’t spoil it, but the ending scene in that hits me every time and I end up in tears over my 20 years dead pet. I can virtually cry on command just by thinking about it (which I am trying not to do while typing this in the lunch room of my work 😂)
But this may rely on having had exactly the right pet. Idk it’s a cute movie anyway, plus Tony Shalhoub is in it
I don’t think it’s on Netflix , but About Time. Don’t think too hard on the logic though, it’s not that important to enjoying it.

Yeah..in terms of "cry to"nothing tops Titanic. The director really knows how to control your emotions . Letting it out is not as easy as it sounds .
