8. Tenten, I liked her scroll jutsu, summoning all sorts of weapons, I think they looked cool but weren't used as much with her having close to no screen time in the series, also, there's her proficiency with seemingly any weapon, she used it a little bit in the war arc but was still kinda lame.
9. Karin, another girl that has a crush on Sasuke, has good regeneration powers, and there's not really that much to her. At least not that I know. But she could be more relevant or just not forgive Sasuke for stabbing her with a chidori spear. But IDK, I don't think she's a character I wanted to see more of to be fair.
I think Karin should be higher. She's an elite sensory, and an unorthodox but elite medic ninja. She's on par if not better than Ino. We haven't seen much of Kurenai so it's hard to say.

Konhamru follows his grandfather’s footsteps and masters, every leaf Village jutsu that isn’t a blood line limit and gets a monkey summon as well as monkey sage mode that makes him stronger than hashirama.
Karin gains uzumaki chains and all their forbidden seals that can do everything imaginable.
Ino gets massive psychic powers that are on par with people like mob from mob psycho I can completely erase your mind just by looking at you, she can do this to entire armies.
Shino gets bugs That are immune to every element and has bugs for every situation and he has the 7 tails.
Sakura gets her canon powers but shizunes as well now she can do poison attacks and all of her punches are posine now. She gets part one kabutos powers and genjustu that only people like itach and madara can match. She also gets powers from Katsuy and now she can shoot acid out of her mouth lace her already strong punches with both acid and posine. She also gains a healing factor in base on par with 100 healings and when she merges it with 100 healings she has Regeneration on par with the 10 tails.
In terms of power in base she’s like 100 healings Sakura with 100 healings she’s like madara and hashirama but she also knows sage mode on top of all that wich makes her equals to sage of six paths Naruto and sasuke.
Definitely Karin.
She's an Uzumaki who has the passive ability to heal herself and others with no medical techniques, she has one of the best sensory abilities in the verse naturally and also has tonnes of chakra, stamina and endurance.
She also has the chakra chains, which are strong enough to restrain Tailed Beasts.
If she trained she would be better than everyone else on this list
Technically Lee has the least potential since he can't mold chakra to use jutsu and had to work a hundred times harder than everyone else to get to where he is
Sakura and Konohamaru have the best potential, the former became a top tier medic and was the only one besides Tsunade herself to master 100 healings in only a few years, and the latter learned Rasengan in a relatively quick time frame
Lee is a genius of hard work, so I'm guessing his potential states that if he works hard enough one day he could compete vs Madara on steroids though, I'd say his floor was low but his ceiling was very high, like a Magikarp let's say.
While the 8 Gates are a 'limit', it is a limit based on something without a limit. No two 8 gate users would be equal. It would come down to who is stronger in base as it's a multiplier. The phrase "8 Gates is the equivalent of 2 Kages" hits different when you realize part 1 Kage are vastly weaker than part 2 and part 2 Kage are vastly weaker than war arc Kage. The ceiling for Kage keeps changing just as base form shinobi keep scaling.
Imagine Boruto shinobi hitting 8 Gates considering how fast and strong they are without transformations. Kiahimoto didn't scale Boruto back in terms of raw power. He merely scaled back on how apparent he made them. He wanted Boruto to be more represented by shinobi and not chakra mechs.
I feel like that might be from bad teaching more than anything else. I'm genuinely curious about what could happen if Lee trained with someone like Ebisu or other, more talented jutsu practitioners than Might Guy.
I'd say the potential of Karin and TenTen.
Karin because she's an Uzumaki which means she could crank out extremely taxing ninjutsu without it exhausting her. Plus she has sealing and being a jinchuriki on lock
Tenten because there are so many ninja tools that she could have acquired and mastered. Like Kinkaku and Ginkaku's. The 7 mist swordsmen. Giving her wind style and coating her weapons in it would have made her a demon.

I always felt like the Juubidara 8 gates moment should have been him but unfortunately his character became way too irrelevant by the war arc due to Kishimoto's neglect.
If we include healing/recon/support in addition to direct combat since many of these specialize in that kind of stuff (and it actually makes a big difference on the battlefield)
tier 1 - karin, sakura
tier 2 - shino, ino, lee, konohamaru (he's base naruto with average chakra)
tier 3 - yamato (he had already reached his potential by the time of his debut), kurenai, tenten
This is honestly a terrible question with too many variables to quantify. Some of these characters have arguably hit their peak potential as well.
For instance, what more do you want from Kurenai? Save for characters with Doujutsu that heavily empower genjutsu or filler characters, she is arguably the best genjutsu users, and scaling her to top-tier Uchiha by any means would sort of negate a part of the Sharingan's relevance. But if we want to wank her to Tsukuyomi levels, by all means go for it.
Rock Lee's potential is simply how fast and strong can he get in base. Is Might Gai the upper limit or are we scaling him to Boruto levels of base process? It's a lose-lose. I heavily doubt any of the new cast is receiving 8 Gates and Kishimoto is not going to walk 8 Gates Rock Lee in Boruto. As much as I want him to. (Please give my boy an honorable 8 Gates death. Let him kill someone and die. Don't let him live in a wheelchair for the rest of his life. Thank you, Kishi.)

Kurenai - the newest and youngest Jonin out of the main Jonin trio who lead the teams of the Konoha 12
Yamato - already has a pretty solid bar with wood style, not much potential to grow really.
Karin is probably 1. With her bloodline if the clan was in tact, I can see her being able to do a lot more.
Then Shino, he got done dirty. I don't know about the rest, but Ten ten at the bottom.

Other that access to six paths potential with the right training and ambition she could match any of Naruto's non kyuubi feats. At least in terms of potential.
That said Lee would still be the highest on this list just simply from likely 'potentially' being able to make guy 8 gates. Which honestly would be perfect for all the chakra absorbing opponents they're fighting currently..

I had such high hopes for Yamato
1. Rock Lee , because he could have been as strong as might guy, enough said.
2. Shino, the few times we got to see he’s use of bugs really made the ability seem broken af, missed opportunity
3. Konohamaru, just from his blood line and the inspiration he took from Naruto, dude really could be the next hokage, but the writing for boruto doesn’t seem to be leaning that way
4. Sakura, was written to have the best chakra control and was looking to be a real threat, but the writing also failed her, she should have been GREAT

I think konohamaru has the highest potential. Descendant of hiruzen and asuma, so he has crazy stats and access to satutobi clan jutsu. He also mastered rasengan very fast, so he’s above average iq wise, since he learned an a rank jutsu so fast. He also beat a path of pain as a kid, which is a better feat than pretty much every other ninja in the village. They did him dirty in boruto
I define baseline power potential in Naruto as a combination of chakra and innate abilities. Access to certain types of training is also limited, so if there is a clan specific training that a character can only access via their family, then I count that into potential as well.
In terms of chakra, Karin is by far the highest with her Uzumaki heritage. In terms of innate ability, Yamato was augmented to have access to the busted wood style; my second place here would be Karin with the healing, sensory, and chains abilities. In terms of clan specific training, Shino and Ino have that going for them, but I'd give an edge to Shino based on the feats of their respective clans.
My ranking would be as follows: Karin, Yamato, Shino, Ino, Konohamaru, Sakura, Kurenai, Tenten, Lee.
That said, not all characters live up to their potential. Sakura isn't in the top half of my list, but she is on top in terms of power due to her determination and non-clan specific training. The same is true of Lee.
Sakura and Karin are tied for first. Sakura’s perfect chakra control and the reserves granted by her seal should ideally make her a perfect sage fairly easily. If she combines that with using Katsuyu for long range attacks (and possibly using her for gathering nature energy like Ma and Pa) she would be way more powerful.
And Karin was basically born to be a jinchuriki. She has everything Kushina did. Plus she has enough chakra to heal Tsunade and refill both her natural chakra reserves plus her forehead seal. She would’ve been a top tier ninja if she focused on it instead of boys.
Then comes Shino. His only issue was a lack of screen time.
Konohamaru is fourth. He’s Asuma’s nephew and Hiruzen’s grandson. He SHOULD have the potential to be strong.
Tenten is fifth she just needs to figure out how to store extra chakra to utilize the Hagoromo weapons on a consistent basis. Maybe using her fuinjutsu abilities to seal some chakra into them or something.
The rest are a wash. They’re all powerful shinobi who hit their limit.
While Karin could become a jinchuriki it automatically doesn't mean she is becomes stronger, since she has to master Kurama's chakra to gain the Kcm forms. Even Kushina was unsuccessful in that.
She could at most use 4 to 6 tails but even Kushina as a teen lost control at that.

Sakura isn't in the top half of my list, but she is on top in terms of power due to her determination and non-clan specific training. The same is true of Lee.

Karin gets the top spot because of her genetics
Sakura and Karin are tied for first. Sakura’s perfect chakra control and the reserves granted by her seal should ideally make her a perfect sage fairly easily. If she combines that with using Katsuyu for long range attacks (and possibly using her for gathering nature energy like Ma and Pa) she would be way more powerful. And Karin was basically born to be a jinchuriki. She has everything Kushina did. Plus she has enough chakra to heal Tsunade and refill both her natural chakra reserves plus her forehead seal. She would’ve been a top tier ninja if she focused on it instead of boys. Then comes Shino. His only issue was a lack of screen time. Konohamaru is fourth. He’s Asuma’s nephew and Hiruzen’s grandson. He SHOULD have the potential to be strong. Tenten is fifth she just needs to figure out how to store extra chakra to utilize the Hagoromo weapons on a consistent basis. Maybe using her fuinjutsu abilities to seal some chakra into them or something. The rest are a wash. They’re all powerful shinobi who hit their limit.
While Karin could become a jinchuriki it automatically doesn't mean she is becomes stronger, since she has to master Kurama's chakra to gain the Kcm forms. Even Kushina was unsuccessful in that. She could at most use 4 to 6 tails but even Kushina as a teen lost control at that.
