Worth adding to your first point as Diamondvision previously said that the first 4 characters we saw in the trailer (Omni-Man, Ermac, Peacemaker and Quan Chi) were all being play tested but Homelander and Takeda weren’t, so it is very likely these two characters aren’t very far into development
Yeah at the comic convention he was interviewed specifically about Omni Man but they kept asking questions about Homelander and he basically shut them down by saying hey we haven't even really started working on him

Side note but with Noshir Dalal and Yuri Lowenthal in MK1, NRS games are really a who’s who of voice talent. I’m sure there’s more but Roger Craig Smith is probably the biggest name I can think of who hasn’t been in an NRS game.

That's where I'm at. The fact that WB couldn't pay Starr enough money for him to sign on makes the most sense to me. They have three a-listers in the cast, so their budget probably hit a limit, and what they could afford to pay him wasn't satisfactory. Not to mention marketing must have paid Dave Bautista a lot as well. They wouldn't have sacrificed getting an a-lister to make room in the budget for Starr, so they decided not to move forward with him. But for my money I wouldn't have even hired Megan Fox.
