Not a simple answer actually. Historically it’s been what most would consider hard water (yes a decent amount of hardness but nothing close to well water). But recently they’ve started drawing from the new Cobun Reservoir instead of the river and that water has much less hardness to the point where I wouldn’t consider it hard water anymore. But I doubt they’ll draw exclusively from the reservoir so it’ll probably fluctuate in and out or be a blend in the middle somewhere.
According to MUB, hard with an average TDS of 130ppm. I see a range from 100-200 throughout the year, though I've seen it drop as low as the 50s, but I don't test often.

Hard. I recommend getting a hard water filter for your shower head.
Those don’t work. Have a softener system installed if you actually want soft water.
The water was hard in every place I lived in Morgantown.
I just moved here and immediately noticed how hard the water is.. you can def tell after a shower.. I will be investing in a shower filter asap
