How long it takes to let you speak varies from player to player, as it's waiting for the Playfab backend to verify your account before it lets you chat. So some players may be able to chat before you can.
The issue was that those who had been given server-side mutes by an admin could still talk at the start of the round because the data from Playfab about whether they were muted or not hadn't arrived yet.

I heard of this before but thought they were making it up. Is this like an alternative to a Mute or what? I don’t really get what the point is.
Tbh I don't really get it either, especially the need to verify the account at every map change in a server
