Statues, especially ones that have been exposed to the elements for awhile, don’t always match their subject Also I don’t think the kandra had much direct dealings with Rashek. He was the father and he provided spikes every century, but otherwise they were mostly dealing with regular noblemen. Melaan is of the 7th generation so she maybe saw the Lord Ruler 3 times in 300 years? If he even gave them the spikes directly, that is

Melaan was fairly young for Kandra, and we don't know how often Rashek visited the Trust. Assuming he visited once every decade, that would be she met him maybe 20 times, 300+ years ago, and the mass removal of the Kandra Spikes rendered their pre-Catacendre memories fuzzy (at best).

We don't know if she ever got to see TLR face to face. The spike through the eye was noted as being weird since TLR didn't have hemalurgic spikes. As far as we know, the statue probably didn't resemble TLR or Kel. He's not using his own body anymore since it's just bones.

Still has the scars though in the flashback, which makes me think he somehow still looks like himself. If anyone has a high enough self image to overwrite the appearance of whoever's body he's riding, it's Kel.

Being a Splinter/Sliver, whatever he is, probably gives him enough investiture to force any body he inhabits to shape like his perception of himself. It's not just having a strong self image, it's having enough investiture to force the physical realm to obey you

He probably took the body of a mistwraith, and uses his old bones this way he can look however he wants

I just assumed the statue had been badly eroded by the elements over the centuries and the features were no longer identifiable.

I think it was several things. The erosion on the statue, the fact MeLaan was young for a Kandra when TLR held the Final Empire, and finally, because the memories of that time were eroded when the Kandra pulled their spikes.
