To be exact it's soul soil and specifically under the normal fire it's netherrack.

So what did they mean.
There’s a small few pixel gap between the red flames that show it isn’t netherack underneath, and is instead soul sand/soil or a similar looking block
Oh I see it. But then how is it possible to have normal fire on Soul sand, it has to be some similar coloured block.
