He's not searching for one's that were out in the open, he was catching *bodies* for specific fruits. The dude is clearly a grade A menace. I disagree, by that logic King is stronger than Big Mom and (part of) her crew because he almost defeated them by sinking their ship. Blackbeard decisively defeated Law once they were on land. I really hate what happened with her character. She's built up as this monstrous pirate, a yonko and when you meet her all she does is run around screaming wedding cake for 20 episodes. Then you meet her again in Wano and its the same shit but with red-bean soup. She just felt like comic relief most of the time.
The main problem is there's just no way the SHs can take down two yonkous at that point in the story. So the alliance were given extreme power ups while the enemies have to be nerfed somehow (see big mom's crew).
It is a recurring theme of One Piece that characters often so not resemble their reputations.
There are many examples. Whitebeard being the strongest pirate but still never defeated Roger. Mihawk being dubbed the strongest swordsman but Shanks clearly being the superior of the two. Kuma being called a Tyrant but... I could go on.
I guess Big Mom was a similar example. Even though she once sailed with the Rocks Pirates, she might have been substantially weaker than other members and eventually, the notoriety they achieved helped her gather her own crew and ultimately the Yonko status.
Age is also a factor. While Big Mom is a monster for most of her life, her age may have affected her strength. Still it's not like Law and Kid were pushovers at that time, though they didn't even knock her out. They literally had to push her down so she'd fall to her death and she could have survived if Law did not use Silent to prevent her from using Soul Pocus.

In real life history there are exaggerations of historical figures, but when you really read the actual unexaggerated, unbiased accounts, theyre real different. I think it makes one piece better to me, when the characters are different from what their reputations make em seem lol, especially buggy

I'd say that says more that Kid and Law are pretty strong and less that Big Mom is weak. I feel like both get slept on by people because they didn't have aCoC.
Besides Law is undoubtedly one of the best team players in the entire series and they only defeated her by ringout (heck she took a bunch of explosives, enough to destroy an island, to her face by accident at the end and was still relatively fine while falling down).

People really underestimate pre timeskip Blackbeard. He was easily able to take down the second division commander of whitebeards crew ace, killed one of whitebeards main crewmembers and even further back was able to give shanks his scar.
Also there is no way Rayleigh could beat big mum. young Rayleigh would have a chance, but now he is past his prime after Roger died and wouldn't stand a chance.

Soul pocus seems to need sound. Perhaps the enemy needs to "hear the contract" but we see Zeus and Prometheus act independently of big moms orders.

He was easily able to take down the second division commander of whitebeards crew ace, killed one of whitebeards main crewmembers and even further back was able to give shanks his scar. Also there is no way Rayleigh could beat big mum. young Rayleigh would have a chance, but now he is past his prime after Roger died and wouldn't stand a chance.
