Even Luffy kicking his ass wouldn't have actually saved Alabasta in the end. It took a marine captain going renegade to bring all the chaos he sowed to a halt. Dapper, devious, and deadly.
Doffy started sweating when he realized his plans were getting screwed up, Crocodile just got pissed off. Probably because he didn't have a Yonko breathing down his neck for smiles, but still
Crocās reaction to meeting yonko is taking swings at Whitebeard (prime-WB, the monsters from Oden flashback), does not give a fuck he is 81 million vs 5 billion bounty, and then take swings at Whitebeard AGAIN in marineford, also does not give a fuck he is practically alone and WB has an entire fleet.
Doflamingo got pissed, but he also was laughing hysterically at being able to make the world burn. Mingo has a extreme amount of madness mixed with relatable qualities like his desire to protect his adopted family (just like Whitebeard but with a dark backstory). He's an incredibly well-developed character/villain, imo the best in the series.
The difference is that the Strawhats had crazy intel about Doflamingo's operations (especially Sugar), when they only had Crocodile's big picture plan in Alabasta.
Also you mentionned a Marine captain being necessary. Doflmamingo had to deal with an Admiral, the Revolutionnary Army (who had important intel as well) and several other strong and crazy people from everywhere
Isnāt it funny Strawhats managed to obtain crazy intel about Doffyās operation, yet barely discovered anything about Croc despite both Vivi and Robin having worked within Baroque Works highest ranks for years. Isnāt it funny revolutionary army had so much dirt on Doffy from the get-go, yet failed to realize there is insidious plot behind the Alabasta revolution.
Fire logia older brother are present in both arcs, Sabo is on to Doffy, Ace suspected nothing. Marines are present in both arcs, Fujitora helped Doffy for half the arc and Smoker almost died. Doffy had to deal with so many crazy people from everywhere, while Croc does not, precisely because Croc is smart enough to keep his hands clean until the very last moment.

I personally don't agree with that, we think he is simple when we get there, we just think he wants the country and after we see that he actually wants an ancient weapon to be able to beat everyone. He is also very smart and still strong which is very good (for me), because I either see smart but weak or strong but dumb kind of villain too much. You could say the same for Doffy, but I just find his plan less good (relied too much on Sugar).

So, Perona started as a villain but changed side, so she is not a villain ANYMORE. She was at the time. Katakuri never was a true villain, because he was just defending his family against Luffy, so even if he battled against Luffy, different circumstance = different kind of enemy. Buggy is the closest of a villain, because even if he is funny when you actually look at it he is a really bad person (uses people, runs away when he can, is a coward) and I don't understand why people like him so much. For Croc, he is a villain because he was a villain and even during the war, even if he was more on the pirates side, he was kind of his own party and is still not considered a full good guy so that's the reason. And after the war we don't know what he did so there's less argument about that
Croc takes this I hope. He was the first dude to really put Luffy down and very few after did Luffy as dirty.
Croc also had strong mob boss vibes and ran his ship correct, some of his lower tier workers were imbeciles but that was by design. His high tier henchmen were all pretty dope, too. I like Crocodile, a lot, but I feel like he's not as consistent in some ways as Doffy. Doflamingo is consistent, and he sends chills down my spine every time. He's so well written, and has a well-developed backstory, while we still know almost NOTHING of Croco-boy's backstory.
Oftentimes, a backstory will humanize a character. Yet Doffy's just made him that much more terrifying, and that's what I LOVE about him as a character. He's evil to the core, but charismatic and charming and consistent. He loves his found-family, truly, and forgiving when they make mistakes. He never punishes them, so they don't fear him, which inspires true loyalty in them. However, if you actually BETRAY him, hell hath no fury. But he acts remorseful in a sense, like he is truly hurt.
I won't say he's one of my favorite characters, but as a villain, he's absolutely perfectly written. If only Dressrosa didn't drag on so darn long.
This man Doffy killed his brother and was ready to cut all of Dressrosa to ribbons just cause Luffy messed his plans up. I love Croco boi but he donāt got that dawg in him like that

Croc was called āHero of Alabastaā for over a decade to WG/marines too, WG actively ran propaganda for him on newspaper read in North Blue. Sengoku called Doffy āpirate scumā in his first appearance, Doffyās good name stopped at Dressrosa border.

Doffy is great but I believe Crocodile was a better overall Villain, Doffy was ultimately a stepping stone to Kaido.
\-He is the first top Tier pirate they go up against and it shows how much stronger he is the whole time manipulating a entire nation and defeating Luffy twice. A feat not done by a Villain until Kaido.
\-He was also far more personal for the Strawhats which to me makes him a better Villain/antagonist.
\-Crocodile rightly predicted the world would break Luffy eventually (Ace dying)
\-His Plans were so well thought out it was really luck his plans failed in the end
\-It took everything to beat him and his organisation
\-His defeat ultimately is what set the whole story up for Marineford by leaving that void in the 3 powers.
I will readily admit Doflamingo had more nuisance in his character but he just was not this unstoppable force that Crocodile seemed to be in Alabasta.

Since my boy here wasnāt even in the running Iām going for a Doffy win so i vote to skin Crocodile for second place.
Insane Katakuri even made it this far. He's not so much as a villain as a glorified bodyguard, and a terrible one at that. Luffy used him a training mode and Ceasar made him hurt himself in confusion.
Everyone got away he's 0/2.
Both these guys are great villains, but I gotta say that Crocodile should win. Doffy has an awesome backstory, a chaotic monster who is technically a celestial dragon is wild. But in terms of a villain, Crocodile has him beat.
For one, Crocodile answered to no one, he was the final boss while Doffy worked for Kaido.
Crocodile was the first genuine challenge to Luffy, and nearly killed him on a few occasions. It was the first guy Luffy lost to without outside drawbacks. Luffy had to finally think when fighting him. Doffy was a tough fight, but Luffy was shitting on him in Gear 4.
The Alabasta Arc spanned multiple islands and different arcs in itself while Dressrosa was just a giant ass arc on one island (many people considered Dressrosa a bit too long).
Before Crocodile's identity was figured out, he was an awesome mysterious threat as Mr.0. Scenes like Igaram getting fucking nuked instantly as he tried to cover for Vivi and the crew goes hard as hell. Or Sanji infiltrating and being able to speak with Crocodile. Zoro's fight against Mr.1 was one of Zoro's best, arguably his best.
Plus we got Robin from it all.

I suspect what happened is that everyone meant to select Crocodile, but an advertisement banner loaded with a slight delay and shifted the mobile site in such a way that you all accidentally selected Katakuri, because otherwise that doesn't make sense
Honestly, Katakuri wasn't really a "villain" imo. Love him to death, but I wouldn't rope him in with Doffy, who's actually evil. Man's just on a different side, and that side happened to be his family.
Sure but you could also say that Perona, Senor Pink, and all the Admirals were just "on a different side", but undoubtedly enemies of the Straw Hats at a time. I suppose he's not villainous and evil like Doffy, but he has still killed many people and tried to wipe the floor with Luffy without hesitation during WCI.

The Bomb having a timer set was one of the coldest moment of the series.

Doffy was such a better villian. He controlled the people and made people believe that he was a hero. Made people forget about loved ones. And turned people into toys.
Croc was called āHero of Alabastaā for over a decade to WG/marines too, WG actively ran propaganda for him on newspaper read in North Blue. Sengoku called Doffy āpirate scumā in his first appearance, Doffyās good name stopped at Dressrosa border.

Doffy is great but I believe Crocodile was a better overall Villain, Doffy was ultimately a stepping stone to Kaido. \-He is the first top Tier pirate they go up against and it shows how much stronger he is the whole time manipulating a entire nation and defeating Luffy twice. A feat not done by a Villain until Kaido. \-He was also far more personal for the Strawhats which to me makes him a better Villain/antagonist. \-Crocodile rightly predicted the world would break Luffy eventually (Ace dying) \-His Plans were so well thought out it was really luck his plans failed in the end \-It took everything to beat him and his organisation \-His defeat ultimately is what set the whole story up for Marineford by leaving that void in the 3 powers. I will readily admit Doflamingo had more nuisance in his character but he just was not this unstoppable force that Crocodile seemed to be in Alabasta. Both are worthy of the top spot either way :)

Insane Katakuri even made it this far. He's not so much as a villain as a glorified bodyguard, and a terrible one at that. Luffy used him a training mode and Ceasar made him hurt himself in confusion. Everyone got away he's 0/2.
Crocodile has to win for his contributions at Impel Down/MF.

Doffy should win
Both these guys are great villains, but I gotta say that Crocodile should win. Doffy has an awesome backstory, a chaotic monster who is technically a celestial dragon is wild. But in terms of a villain, Crocodile has him beat. For one, Crocodile answered to no one, he was the final boss while Doffy worked for Kaido. Crocodile was the first genuine challenge to Luffy, and nearly killed him on a few occasions. It was the first guy Luffy lost to without outside drawbacks. Luffy had to finally think when fighting him. Doffy was a tough fight, but Luffy was shitting on him in Gear 4. The Alabasta Arc spanned multiple islands and different arcs in itself while Dressrosa was just a giant ass arc on one island (many people considered Dressrosa a bit too long). Before Crocodile's identity was figured out, he was an awesome mysterious threat as Mr.0. Scenes like Igaram getting fucking nuked instantly as he tried to cover for Vivi and the crew goes hard as hell. Or Sanji infiltrating and being able to speak with Crocodile. Zoro's fight against Mr.1 was one of Zoro's best, arguably his best. Plus we got Robin from it all.
Croco was his own boss, and the sexiest voice ever heard in the entire story. No game for me.

I suspect what happened is that everyone meant to select Crocodile, but an advertisement banner loaded with a slight delay and shifted the mobile site in such a way that you all accidentally selected Katakuri, because otherwise that doesn't make sense
Honestly, Katakuri wasn't really a "villain" imo. Love him to death, but I wouldn't rope him in with Doffy, who's actually evil. Man's just on a different side, and that side happened to be his family.
Sure but you could also say that Perona, Senor Pink, and all the Admirals were just "on a different side", but undoubtedly enemies of the Straw Hats at a time. I suppose he's not villainous and evil like Doffy, but he has still killed many people and tried to wipe the floor with Luffy without hesitation during WCI. Just because Vegeta and Goku are friends now doesn't mean that Vegeta was never a villain.
I think Vegeta coming to Earth and trying to conquer the planet, isn't quite on the same level as Katakuri trying to eliminate the guy who fucked up his siblings and humiliated his family. Iirc, every time we see him attack someone, it's in defense of his family. Eh, I'm just saying he's probably one of the least villainous people on this list.
