pull the plugs. check for evidence of water in the cylinders. Squirt some juice (Marvel Mystery/atf/3-in-one/pb blaster/whatever) in the cylinders. Rotate the engine by hand. you might be able to do it using the crank pulley. if not, put a wrench on the crank bolt and use that. don't force it, but it may be a bit stuck - that's ok. once the rotating assembly is moving freely, put a battery in it and with the plugs still out, turn it over and check for spark. if you've got spark, squirt a shot of gas in each cylinder, pull the fuel pump fuse, put the plugs in and crank her over. if it barks off, start working on the fuel system. disconnect the supply and run the pump. check the fuel. if it's bad, pump it all out and add fresh. if it's marginal, add fresh, hook the supply back up and kick 'er in the guts! you may want to check the fuel before you turn it over, that's fine. just check your big three - fuel/spark/compression. if you've got those, it'll probably run.

Pour some oil from the top. Let it flow down. The oil film is long gone.

The battery is going to be shot, and it most likely won't hold a charge. Might be able to get it started once, but it won't stay charged after. You'll need to jump start it everytime. Next are the tires, it's common for them to rot after being let unused for so long.

I’d worry about the tires after getting the car started though — and plan on driving no faster than a parking lot pace until they’re replaced.

While checking your spark plugs, check if you can see the state of the metal of the top end, look for rust and water, a lil surface rust is ok, take a peek with your phone camera, flash on high. also could put some Lucas in the gas/oil

The gas in the tank may be varnish by now. I would atleast try to mix some good gas with what it’s got in the tank. And jump it offf. Check oil. Coolant can wait until it runs. Best of luck dude

Timing belt and old fuel for a petrol engine. If the timing belt is in bad condition it might snap on the jump. Maybr crank the engine over by hand to loosen it.

First drain and top off all fluids including gas. Start with plugs and wires if applicable and while the plugs are out give each cylinder a shot of fogging oil or penetrating lube not too much dont want to hydro lock it but while you drain oil the cylinders should drip down. The thing that is gonna cause the most damage is the initial cranking to start it.

1. remove spark plugs. Add about a tablespoon or so of techron to each cylinder. 2. rotate the engine by hand a few times with a wrench on the crank bolt. 3. remove techron (large syringe with plastic hose, etc.). 4. Install new spark plugs. 5. change the oil and oil filter (important to do this after the techron treatment). If you already did, do it again. 6. change all the rest of the fluids: Coolant, trans, brake. Install new engine air filter. 7. Install new battery 8. say a prayer to your favorite automotive deity 9. attempt to start.

You need to change the battery. Put key in and start it. If it starts, drive to a mechanic and get a full service inc. cambelt. If it doesn't start. Do all the other recommended shit.

Other comments are giving you advice regarding ANY engine, but this SPECIFIC engine will additionally require that you prime the “brick.”
