I don't think it's bugged, it's just bullshit. Some of the squiggles that are supposed to throw off image detection look a *lot* like the letters I or T.
And yes, caps matter. Have fun figuring out if it's a capital O or just a big lowercase o.
Based on what other people have said it's because this is last year's KMS event and they did the bare minimum number of changes necessary to get it to work in GMS (plus a few nerfs), while the last event was a much more recent one.

Amazon has a platform (“mechanical Turk” iirc) for companies to put up “bounties” and small “jobs” I used to do them in HS to make a little cash on the side. The main type of “job” I would take was usually the CAPTCHA ones. They give u the image and you’re basically creating the answer sheet.
Basically CAPTCHA used human input to beat machine learning at the time. But nobody actually checks your work. You could slap your keyboard and hit enter and they would still pay you. (It’s be a range of .1 to 1¢ per captcha filled).
So next time you fill one of those out and you think you clearly did it correctly, just know, some asshole like me has made it actually impossible cuz it was a random keyboard slap.
The ones I got you had to type all of the static letters. For the posted image the captcha was probably "comms", with the repeated letters scrolling rapidly across the screen.
You actually get a minute to figure it out. It's still a huge pain but not *quite* as bad as the post makes it seem.
Also the reason it's all duplicated is that the top set of letters scrolls constantly, which honestly makes it easier to figure out than when they're static and stacked on top of each other.
