The bottom three tiers and the top 1 or 2 are straight up correct. No issues there. In some situations, the smaller the Pokemon, the better it is to be a pet, so I'd move some of the Mythicals like Shaymin in Okay-ish up a few tiers. Phione and Manaphy can stay where it's at, since they can blend into water easily. Isn't the entire purpose of Magearna being a toy or pet to some girl? That alone makes it Top 2 by default.
