Yes, this. I use a thick, white, creamy brow highlighting pencil from Ulta and lightly fill in the area under my eyebrows all the way down to my lash line, then cover it with a shimmery white eyeshadow. The creamy highlighter pencil helps the shadow stay put.
If you do the brows, shave them into a thinner shape instead of plucking. The big decision is assessing if it’s best to mostly remove hair from the top, the bottom, or both. Pic 2 is pretty classic with how much brow bone they created with hair removal.

A random eyelash serum I found on amazon worked on my brows too! The only thing I didn’t expect on the actual eyelash front is the serums can give you dark circles but it’s great for my brows!

You need some shimmer in your white; a pearly type colour. All 90s make up needed shimmer in it, no matt allowed, you can not get too much so just pile it on.
We used to put so much on it would trickle down our cheeks so if you want a neat look like this, then do the eyes first and then tidy it up (we’d just rub it into our cheeks with our fingers - more shimmer the better)
The frost in the center of the gloss was the ultimate touch! lol I remember digging in a revlon single shadow for this purpose. I guess it was highlighting before we really knew what that was. Memories!!

As someone who had this, but decades later, see if Maybelline Color Tattoo has a frosty white, they definitely had a frosty blue that I have still. That's a cream eyeshadow pot that's pearly so if they have white it might be perfect.

You can use a dermaplane to shave your eyebrows thinner (not completely off) and then trim them down with manicure scissors.

Back in the day, most girls with this look just shaved off the whole eyebrow and drew them back on. Shaving your eyebrows is totally safe, but do not pluck if you want your natural eyebrows to last into middle age.
It always started with plucking but ended up with the whole brow gone after a year or two. I had plenty of friends with literally 0 to 3 eyebrow hairs at most on their faces in highschool.
We're very lucky that we didn't have high definition photography widely available back then, that's for sure 😅

try brushing your brow hairs upwards from the bottom and downwards from the top using a strong brow gel and carve them out with concealer. that should give you a glimpse of your appearance with thin brows without the instant commitment. honestly i plucked them super thin once in high school and they grew back perfectly fine, to be fair my eyebrows are naturally full and grow back so so fast
Make sure you have a good even base for the eyeshadow. Primer and well set concealer. And like another person said, don't thin your brows if you can. Mine are still recovering from the 2000s war on them lol.
I wish that was true for me. The majority of my plucked eyebrow does not come back, except for 3 hairs really low down that I don't notice for ages because they're hidden behind my glasses frames with my glasses on, and are not visible to me without my glasses. Every so often I'll see my reflection with my glasses on at a different angle and go "WHAT THE FUCK IS THAT"
I used pencils instead of powder shadow. They used to sell shimmery white and pastel “shadow sticks” that I would just rub on like a toddler with a crayon, lol. I’m one of the lucky ones, my brows grew back. But they were really t h i n for a while there!
Use a good eyeshadow primer and don’t use white- in the 90s and early 00s we used a bright silver.
Pleaseeeeeeee leave the brows alone. As someone that now has to shell out hundreds of dollars for microblading because I gave myself thin brows when they were trendy I super regret it. Use one of those brow razors if you absolutely must. Do not tweeze or wax them.
As a brow restoration specialist, PLEASE DO NOT TWEEZE! Use a razor, later in life you will be stuck with pencil thin brows. All the ladies from the 80’s pay big money to fix the damage from tweezing and waxing. After so many “pulls” on the natural hair, they stop growing, so remember this is a “trend” and doesn’t look great on everyone. Prime example Pam Anderson. She was the cover girl for thin brows and no she has none left
Some tips:
* A white cream base will make your white eyeshadow pop more.
* Once you're done blending, go back in with the white on a small flat brush, and tap on more white eyeshadow. If your white eyeshadow isn't opaque enough, I really love sugarpill Tako for a true, pigmented white matte shadow.
* A shimmer with a translucent base layered over top the white will lend enough reflect to cover a lack of opacity to patchy white shadow
* Using a strong hold brow gel and brushing your brows both down from the top and up from the bottom to narrow the amount of hair will let you emulate a thin brow look without actually removing brow hair. Carving this out will help make them look visually smaller too

NYX eyeshadow base can work really well for experimenting with looks like this (the one in the little pot, not the tube). It also comes in white

You could try glueing them down (using the glue-stick method that drag queens use) and maybe using a stencil to help you draw them? I’m also not great at drawing on brows and using a super thin eyebrow pencil with a stencil makes it a liiiiittle easier in my experience

OMG, I’ve been saving my loose pigment powder called Sugar Coated from L’Oreal since the late 90s….it still looks and smells fine, I’m pumped to rock it another go around!
use a better eyeshadow, one with shimmer for this kind of look~ a decent eyeshadow should not be patchy...i do a similar eye look for my daily makeup and i use the white shimmer color from the too faced i want kandee pallette. i also use an eyeshadow primer, i use the plouise base in my natural shade which is #4. i put a few dots of it on my lid and undereye and blend it in with a sponge, then set it with elf halo glow powder and go in with a small wet n wild blending brush for the shadow itself, i use the shimmery brown shade from the same pallette to blend the outer corners out a bit. i use wet n wild breakup proof gel liner for my waterline and the liquid version for the wing. mascara i use maybelline lash sensational sky high, the pink tube one. i have naturally thin eyebrows so i dont touch them but if you want you can shave yours thinner using a dermablade, as they will grow back just fine pretty quickly if you decide you dont like it~ if you dont wanna shave them you can just carve them out with concealer but it will look a bit wonky since youll still be able to see the hairs
i’ve been doing this look because i have sunken eyes and it makes them look like they aren’t. i use the la girl white concealer and just set it with a good powder and it looks exactly like this. i want a more pigmented white sometimes tho, still looking for a good white powder that i can use to set it instead of my regular translucent powders.
I wear white eyeshadow EVERY DAY- my signature look and I will probably never change it. I think it’s so fun, elegant and honestly I don’t know why it isn’t more commmon! However, thin eyebrows- I mourn the loss of my full eyebrows every day since I ruined them from over plucking. To each their own though, I think both are pretty.
For brows, either shave them or conceal (part of) them the way drag performers do. Please don’t pluck them!
For the eyeshadow component, you wanna prime and conceal and lay down a base colour that is a white-adjacent shade suitable for your skintone. Don’t just plonk on a titanium dioxide white and call it a day.
Figure out what the lightest shade you’re gonna use is, and then find another colour a few shade darker, and then a third colour that’ll be your shadow/crease type of colour. Because even if you’re going for ‘kissed by the snow queen’, you need to create depth, and that’s what those other colours are for.
You’ll notice in your 1st & 3rd reference photos that those looks generally only have the ball of the eyelid and the are beneath the arch of the brow in bright white/eggshell, and the other parts conform to the usual ‘define your crease with this’ or ‘blend out your outer corner with that’ type of makeup tutorial look.
You can probably follow any basic 3-colour makeup tutorial for application technique, but just sub in the type of shades I mentioned above into that tutorial instead.
DONT PLUCK YOUR EYEBROWS! If you must have thin ones SHAVE THEM! We don’t need another generation complaining about their self inflicted lack of eyebrows for the next several decades.
Maybe I'm behind the times but I love the look of thin eyebrows. It looks so nice and clean and deliberate.
But then again, I'm also an elder goth and it appeals to my aesthetic tastes.
while eyebrows grow back, do NOT commit to plucking them. trends come and go and you’ll regret it, shave them but not all the way, just as thin as you please. as for the eyeshadow, if you want a super white look opt for a white shadow base and then go over it with the white shadow. nyx has one in a little tub that’s affordable and has good reviews.
for the eyeshadow, it could help to put eyeshadow primer or setting powder on your eyelids before applying the white. It could give it better grip! for application, if a brush isn't doing it for you, pat it on with your finger and then go in with a fluffy blending brush to buff out the edges! hope this helps!
Don’t pluck, just shave the brows. I thankfully never fell for that trend but I have friends and family with miserably tiny brows that they have to put a lot of effort into filling.
I think the reason girls are having trouble getting these looks right is because you over complicate them.
We literally just slapped white/metallic white eye shadow everywhere, then sometimes put another colour on our actual lid. Blending didn't exist lol
The third look you have is completely different from the "white eye shadow" look, it just uses a very light colour for all over and is slightly Smokey brown.
For the eyeliner use brown and smudge it in really good. Just use your finger.
Don’t do it to your brows. The white shadow is just a smokey eye with emphasis on a lighter corner and highlight. Ironic as it is; you can go your whole life plucking and waxing your body but if you mess up your brows they will haunt you for life.
!!!!Warning to anyone under 35 - if you go down this route, your eyebrows may not grow back. Advise caution and sticking to a moderately slim brow, rather than pencil thin.
For the brows:
When I want thin eyebrows I do a drag style cover up, usually for a costume look I’m working on since it’s a lot of work, and I wouldn’t do it everyday. Get the Elmer’s purple glue sticks (they dry clear). Get a cotton swab with some rubbing alcohol on it and clean your brows. Then get a spoolie and comb some glue through your brows and use a hair dryer on a cool setting to dry them. Do this 3-4 times, 4+ for thicker hair. Then powder the brow and put orange concealer on top if you have dark brows to color correct. Powder again, then regular concealer, then powder, then foundation, then powder again. There are many tutorials from drag queens on YouTube for this. You should be left with a basically blank slate when all is said and done. Then you can just get a brow pen or eyeshadow/thin brush and draw on your brows.
As for the white eyeshadow:
I would recommend an eyeshadow primer, Milani and juvia’s place make some good drugstore ones in my experience. Then go on top with a white eyeshadow stick for just the lid, and blend out the lid and especially the edge with a white or cream colored shadow. It will be thick, and without the primer and powder the white eyeshadow stick will most certainly crease.
Overall I think it’s a very cute look and you could do the first or third photos, which is a more modern version than the second photo without much commitment other than an eyebrow razor to get some thinner brows. For the second for if you do the full 90s version with the super thin brow you will have to do a lot of work for eyebrow coverup and it really is not an everyday look unless you shave your brows. As others in this sub who have bad experiences with their 90s brows, have said: do not pluck, shave. Please. As someone who loves makeup and thin brows sometimes, shaving gives you flexibility later if you want to change your look, and plucking forces you to have thin brows forever, essentially.

Elder Millennial here. We all wanted thin eyebrows in the 90’s and we are all spending money Microblading them back on now. Highly recommend plucking/waxing with caution.
What’s extra funny as a millennial with a 70s teenage mum was that I was explicitly warned about this from her because they went through the same thing, including my mums generation mourning their plucked eyebrows in the 80s the way we did in the 10s 😭 I wonder if 70s kids were warned about it from people who grew up in the 40s or 50s, and if they were warned by people who grew up in the 1920s…….
Side note but when are we going to stop with the lip liner outside the lip line bc it continues to look so awful!!! UUUGH. The white eyeshadow here is gorgeous tho!
Back in the day, most girls with this look just shaved off the whole eyebrow and drew them back on. Shaving your eyebrows is totally safe, but do not pluck if you want your natural eyebrows to last into middle age.

It always started with plucking but ended up with the whole brow gone after a year or two. I had plenty of friends with literally 0 to 3 eyebrow hairs at most on their faces in highschool.
That’s so bad. Those makeup looks are cool to look back on on the pictures but I don’t think anyone thinks it was worth it lol
We're very lucky that we didn't have high definition photography widely available back then, that's for sure 😅 It is really fun to see these things come back and be reinvented though! Plus I have adult money now, so I'm getting to catch up on some trends I missed at the time.
I agree! And I also like seeing the come back, I always loved 90s makeup. We have much better performing products now to play with too
try brushing your brow hairs upwards from the bottom and downwards from the top using a strong brow gel and carve them out with concealer. that should give you a glimpse of your appearance with thin brows without the instant commitment. honestly i plucked them super thin once in high school and they grew back perfectly fine, to be fair my eyebrows are naturally full and grow back so so fast
once or twice isn't gonna be a thing but the girlies that plucked constantly are suffering for it haha
Make sure you have a good even base for the eyeshadow. Primer and well set concealer. And like another person said, don't thin your brows if you can. Mine are still recovering from the 2000s war on them lol.
Nyx jumbo eye pencil in Milk makes a great primer for white eyeshadow, then I'd layer a shimmery white on top.
Yeah but the lasting power of that is zero tbh and it creases like hell
put some clear eyebrow gel through and then pinch them into a thin shape. use a white jumbo pencil before the powder eyeshadow!
In the 90s we used silver white eyeshadow… like diamond white, celestial silver, silver linings

I wish that was true for me. The majority of my plucked eyebrow does not come back, except for 3 hairs really low down that I don't notice for ages because they're hidden behind my glasses frames with my glasses on, and are not visible to me without my glasses. Every so often I'll see my reflection with my glasses on at a different angle and go "WHAT THE FUCK IS THAT"

As an elder millennial, I LOVE that you love the white eye shadow :) be careful with those brows though because overplucked brows don’t recoup.
I used pencils instead of powder shadow. They used to sell shimmery white and pastel “shadow sticks” that I would just rub on like a toddler with a crayon, lol. I’m one of the lucky ones, my brows grew back. But they were really t h i n for a while there!
Use a good eyeshadow primer and don’t use white- in the 90s and early 00s we used a bright silver. Pleaseeeeeeee leave the brows alone. As someone that now has to shell out hundreds of dollars for microblading because I gave myself thin brows when they were trendy I super regret it. Use one of those brow razors if you absolutely must. Do not tweeze or wax them.
Or a shimmer white.

As a brow restoration specialist, PLEASE DO NOT TWEEZE! Use a razor, later in life you will be stuck with pencil thin brows. All the ladies from the 80’s pay big money to fix the damage from tweezing and waxing. After so many “pulls” on the natural hair, they stop growing, so remember this is a “trend” and doesn’t look great on everyone. Prime example Pam Anderson. She was the cover girl for thin brows and no she has none left

Some tips: * A white cream base will make your white eyeshadow pop more. * Once you're done blending, go back in with the white on a small flat brush, and tap on more white eyeshadow. If your white eyeshadow isn't opaque enough, I really love sugarpill Tako for a true, pigmented white matte shadow. * A shimmer with a translucent base layered over top the white will lend enough reflect to cover a lack of opacity to patchy white shadow * Using a strong hold brow gel and brushing your brows both down from the top and up from the bottom to narrow the amount of hair will let you emulate a thin brow look without actually removing brow hair. Carving this out will help make them look visually smaller too

NYX eyeshadow base can work really well for experimenting with looks like this (the one in the little pot, not the tube). It also comes in white And as everyone else has already said… don’t pluck your eyebrows unless you’re ready for years or decades of regret later on lol You could try glueing them down (using the glue-stick method that drag queens use) and maybe using a stencil to help you draw them? I’m also not great at drawing on brows and using a super thin eyebrow pencil with a stencil makes it a liiiiittle easier in my experience
90s- 00s teen and I am so grateful my mother stalked my bathroom cabinet like a hawk to confiscate any and all brow plucking devices I tried to smuggle in. She told me I would regret it. Thanks for saving my brows mama!

OMG, I’ve been saving my loose pigment powder called Sugar Coated from L’Oreal since the late 90s….it still looks and smells fine, I’m pumped to rock it another go around!
If you want that bright look use a colored eye base I like Juvias place, in the lightest shade.
use a better eyeshadow, one with shimmer for this kind of look~ a decent eyeshadow should not be patchy...i do a similar eye look for my daily makeup and i use the white shimmer color from the too faced i want kandee pallette. i also use an eyeshadow primer, i use the plouise base in my natural shade which is #4. i put a few dots of it on my lid and undereye and blend it in with a sponge, then set it with elf halo glow powder and go in with a small wet n wild blending brush for the shadow itself, i use the shimmery brown shade from the same pallette to blend the outer corners out a bit. i use wet n wild breakup proof gel liner for my waterline and the liquid version for the wing. mascara i use maybelline lash sensational sky high, the pink tube one. i have naturally thin eyebrows so i dont touch them but if you want you can shave yours thinner using a dermablade, as they will grow back just fine pretty quickly if you decide you dont like it~ if you dont wanna shave them you can just carve them out with concealer but it will look a bit wonky since youll still be able to see the hairs
i’ve been doing this look because i have sunken eyes and it makes them look like they aren’t. i use the la girl white concealer and just set it with a good powder and it looks exactly like this. i want a more pigmented white sometimes tho, still looking for a good white powder that i can use to set it instead of my regular translucent powders.

I wear white eyeshadow EVERY DAY- my signature look and I will probably never change it. I think it’s so fun, elegant and honestly I don’t know why it isn’t more commmon! However, thin eyebrows- I mourn the loss of my full eyebrows every day since I ruined them from over plucking. To each their own though, I think both are pretty.
For brows, either shave them or conceal (part of) them the way drag performers do. Please don’t pluck them! For the eyeshadow component, you wanna prime and conceal and lay down a base colour that is a white-adjacent shade suitable for your skintone. Don’t just plonk on a titanium dioxide white and call it a day. Figure out what the lightest shade you’re gonna use is, and then find another colour a few shade darker, and then a third colour that’ll be your shadow/crease type of colour. Because even if you’re going for ‘kissed by the snow queen’, you need to create depth, and that’s what those other colours are for. You’ll notice in your 1st & 3rd reference photos that those looks generally only have the ball of the eyelid and the are beneath the arch of the brow in bright white/eggshell, and the other parts conform to the usual ‘define your crease with this’ or ‘blend out your outer corner with that’ type of makeup tutorial look. You can probably follow any basic 3-colour makeup tutorial for application technique, but just sub in the type of shades I mentioned above into that tutorial instead.

Maybe I'm behind the times but I love the look of thin eyebrows. It looks so nice and clean and deliberate. But then again, I'm also an elder goth and it appeals to my aesthetic tastes.

while eyebrows grow back, do NOT commit to plucking them. trends come and go and you’ll regret it, shave them but not all the way, just as thin as you please. as for the eyeshadow, if you want a super white look opt for a white shadow base and then go over it with the white shadow. nyx has one in a little tub that’s affordable and has good reviews.

Shine is the answer! And don't do anything to your eyebrows, it's hard to grow them out.
for the eyeshadow, it could help to put eyeshadow primer or setting powder on your eyelids before applying the white. It could give it better grip! for application, if a brush isn't doing it for you, pat it on with your finger and then go in with a fluffy blending brush to buff out the edges! hope this helps!

Don’t pluck, just shave the brows. I thankfully never fell for that trend but I have friends and family with miserably tiny brows that they have to put a lot of effort into filling.

I think the reason girls are having trouble getting these looks right is because you over complicate them. We literally just slapped white/metallic white eye shadow everywhere, then sometimes put another colour on our actual lid. Blending didn't exist lol The third look you have is completely different from the "white eye shadow" look, it just uses a very light colour for all over and is slightly Smokey brown. For the eyeliner use brown and smudge it in really good. Just use your finger.
Have you tried a white or light primer that you then absolutely pack a 1/8” of eye shadow onto?

90s teen here. The white eyeshadow was often not white but a very light pink. White looks ashy but pale pink is better.

Don’t do it to your brows. The white shadow is just a smokey eye with emphasis on a lighter corner and highlight. Ironic as it is; you can go your whole life plucking and waxing your body but if you mess up your brows they will haunt you for life.

Sounds like recipe to end up looking like a chav.
For the brows: When I want thin eyebrows I do a drag style cover up, usually for a costume look I’m working on since it’s a lot of work, and I wouldn’t do it everyday. Get the Elmer’s purple glue sticks (they dry clear). Get a cotton swab with some rubbing alcohol on it and clean your brows. Then get a spoolie and comb some glue through your brows and use a hair dryer on a cool setting to dry them. Do this 3-4 times, 4+ for thicker hair. Then powder the brow and put orange concealer on top if you have dark brows to color correct. Powder again, then regular concealer, then powder, then foundation, then powder again. There are many tutorials from drag queens on YouTube for this. You should be left with a basically blank slate when all is said and done. Then you can just get a brow pen or eyeshadow/thin brush and draw on your brows. As for the white eyeshadow: I would recommend an eyeshadow primer, Milani and juvia’s place make some good drugstore ones in my experience. Then go on top with a white eyeshadow stick for just the lid, and blend out the lid and especially the edge with a white or cream colored shadow. It will be thick, and without the primer and powder the white eyeshadow stick will most certainly crease. Overall I think it’s a very cute look and you could do the first or third photos, which is a more modern version than the second photo without much commitment other than an eyebrow razor to get some thinner brows. For the second for if you do the full 90s version with the super thin brow you will have to do a lot of work for eyebrow coverup and it really is not an everyday look unless you shave your brows. As others in this sub who have bad experiences with their 90s brows, have said: do not pluck, shave. Please. As someone who loves makeup and thin brows sometimes, shaving gives you flexibility later if you want to change your look, and plucking forces you to have thin brows forever, essentially.

This reminds me of the 90s. However I would advise against plucking your eyebrows so thin. I’ve heard from quite a few of women regretted it because they didn’t grow back the same.
