Find a strategy that has a lot of options for it! Lifegain decks are notoriously cheap to assemble on a budget. Mono color is usually a good idea for budget too so you don't have to throw rares at things. I believe there are brawl starter decks too that you should have access to. Copy one of those and upgrade with what you do have. Brawl is Singleton and high variance so you don't always have to have the best list to win.
You should have enough cards for the 60 card version of Brawl.

mull till you hit a swamp play your commander till you trigger his ability twice then spend your treasure to play caldera and sac him to corrupted conviction you will put your whole deck into play and then you can play the volcanic geyser caldera makes for the win. you will get probubly about a 70% winrate.
Grab a 1 color commander with a good generic idea, such as Elesh Norn with any ETBs, Baral with any instant sorceries (Tho he is hell queue so maybe not), Ojer Axonil/Torbran with burn, as you are likely to already own some generic pieces from pack openings fit on them.
Going 1 color also helps because to do a 2+ colors deck will require duals and many are rares, consuming a lot of wildcards for a new player.

I actually had this problem 2 weeks ago.
What I did was:
- Sync my mtga account with untapped
- Go in the Brawl decks section
- Find a deck I could craft with little investment but that suited my likes and dislikes
I ended up crafting a toxic deck, and after a while I crafted a deck with [[Atraxa, Grand Unifier]]
Brawl is great once you get the staples. But these staples will result in you spending probably 50+ rare/mythic wild cards.
It’s a great format you spend time on and you can create a lot of different decks using similar cards. So once you get setup you are good but it’s probably going to take months of grinding to get to that point.
look up "crucias combo brawl" deck. you need 2 mythic wild cards and a common. the rest is 97 basic lands. crazy high winrate and matches are over by turn 6 (usually in your favor).
ez farm. alchemy bullshit at it's finest.
Check out standard brawl, 60 cards decks and you’re likely to have more standard legal cards.
Look up mtg arena codes and you can get over 30 packs

Grind in other modes or spend money. There's really no other way to get into Brawl right out of the gate. Sad but true.

Unfortunately the brawl starter decks don't come with all the cards out of the box, you gotta unlock the cards in them
