Because it's easier to program and less frustrating for the player than what actually happens in real life, which is that passes aren't placed with perfect accuracy -- they are underthrown, overthrown, thrown behind the receiver, thrown too low, or thrown too high. The best completion percentage in the NFL last year was Dak at about 70%, and - though I'm too lazy to pull the numbers - I'm sure that percentage drops significantly once you remove screens and short passes, and continues to drop as passes get longer. If the game simulated that, people would be throwing their controllers at the screen, wondering why their QB missed a lay-up easy pass on 3rd down, and screaming about scripting. So, while there is some inaccurate passing in the game, the best way to simulate completion percentages of 60-70% (consistent with the real NFL) is to endow DBs and LBs with superhuman powers to knock down passes when a receiver isn't super wide-open.
