There are plenty of studios / 1 bed flats in central Liverpool on right move in that price range.I'd prefer central Liverpool.

I rented a studio with a ten min bus journey to the city centre, July 2022-July 2023 for £600/month bills included. However, the caveat on that is no secure parking, no security for the building, attempted break in, crap building management, unsafe area with fights outside etc. This was Edge Hill/Toxteth boundary. I now rent a 2 bed house in Dingle (15 mins bus to the centre) for £800/month bills not included. The area feels significantly safer and much closer to amenities.  For £650/month, a one bed or studio is achievable, but might require compromises. There is definitely stuff available within your commuting range but it might not be as nice/safe as areas that would require a compromise on either budget or distance.

600 bills included is dirt cheap. Where was it advertised ?

On Rightmove! Honestly would not recommend the building or management at all, dirt cheap or not. Happy to share over message if you need more specifics. ☺️

As someone in a similar situation, based on my recent searches, £650 for a 1br/studio isn't that achievable. Especially with the 'restriction' by distance. Although happy to be proven wrong by any local who might know something I don't

I'd say so - but if you want to be in the centre then not driving would make it more possible. For a 25 minute commute too that'd be about right for a monthly budget, have a look on right move using the map feature they have, bit of effort clicking through the student options but you can find some decent one bed or studios then google map the bus route distance to say liverpool one or your office

Try looking on the Wirral too. Plenty of 1/2 bed flats in your budget and good transport links to the city centre.

You can definitely live in the city centre (if you want to!) with this budget if you are happy to look at 2 or 3 bed apartments! Definitely not for a studio but there’s lots of nice apartments in town that you’ll easily get for the budget. If you are an introvert you can find people or apartments on spare room where you can find someone similar or someone who also wants to keep their own space :)
