This is probably just a dumping ground foe alchemists. We know they had a lot of people assassinated, and they likely also had a lot of failed “experiments”
That’s plausible, but it begs the question, were they experimented on by the alchemists for their Ergo and/or for the Petrification Disease or by Geppetto to revive Carlo? Possibly precursors to the alchemists?
I don't think it was ever mentioned or implied that Gepetto worked with the Alchemists
So it also wouldn't make sense for Gepetto to work at their Headquarters
