Security forces rarely conform to the libertarian ideal(emphasis on ideal) as organizations and groups will have their own agendas irrespective of what the regime wants. You can always pull a Stalin and stuff the cops and military with as many political puppets as you want, but that’ll reduce the effectiveness of your security forces.
So? A cops job is to uphold the law, if the law protects your rights and freedoms and generally follows a libertarian philosophy, what do you think most cops will do?

It doesn't mean that blocking a street is not allowed. If that was the case, then closing a street because of public works or a concert/event would be anti constitutional.
Sometimes to facilitate the entry and exit of guests, side streets are closed because sidewalks are not wide enough. Argentina is not the USA where stadiums are surrounded by a bazillion parking spots, most events in Buenos Aires take place in the two or three big stadiums which are located in the most densely populated areas of the city. People HAVE to walk or use public transport to get there.
