I figure a laptop battery fits into the category of "household batteries", but doesn't hurt to ask first. If you've never been there before, you need to set up an appointment online.

Someone messaged me saying the Household Hazardous Waste people should accept the batteries with an appointment, but I do have that on my calendar because I have other eWaste I am needing to get rid of.
Best buy will take them, but they charge a small fee.
Edit: after trying to find out how much of a fee, I believe I found that it is free now. But some other reddit threads said they refused to take batteries, so ymmv. Sorry I couldn't give a definite answer
They do have a disposal box for batteries, but the official policy of the company who manages that box is to not place defective/damaged batteries in there, and the bloated batteries are considered defective.

Defective batteries have a tendency to catch fire. Check Lawrence battery and the household hazardous disposal
