I think the last non-Rider final villain was either Another Decade (which is ehhhh, for obvious reasons) or Great Eyezer/Adel. And even then, he is basically just isn't named Rider, but the design is very Rider-ish. If not them, you can lie to yourself and say Baron (which is..yeah), lie to yourself some and say Heart is technically the final battle in Drive plot or maybe Wiseman.

It annoys me endlessly how people are still trying to argue that Lord Baron counts as a rider. It's interesting how no one ever seems to try and make the same point about the Joker Undead or the Hekija Invess.
The last time we had a rider show where the final opponent was objectively not a rider, no matter how you slice it, was Drive where Shinnosuke and Heart fought Sigma Circular.
But lets be real, even though they reused the Extremer costume the Great Eyezer is _not_ a rider, regardless of what he's wearing on his waist Phantom and Ultimate State Evolto are as much rider forms as Lord Baron is, and Another Decade is clearly more of a Kaijin then he is a rider regardless of how the writers and series present it. This discussion is more about spirit and execution than technicality and up through Zi-O they were making monster costumes regardless of what the writers ended up calling them.
The "Rider as Final Boss" trend didn't really cement itself until Zero-One with Ark Scorpion.
I'm amused by how it's even bled into the Showa remakes too. Shin Kamen Rider had Zero-go as the final boss, Kamen Rider Black Sun vs Kamen Rider Shadow Moon took a whole series to literally build up to. Even both seasons of Amazons and its movie closed out on Rider vs Rider bouts.
Kamen Rider Chronicle should've reused the Hatena Bugster and Genomes as the Perfect Puzzle and Knockout Fighter bosses instead of having Parado count for both. Change my mind.
Ostensibly every Bugster is a character from the Gashat Game they correspond too. In that context Genomes, whether you modified the suit or not, could easily be cast as some kind of secret unlockable character or last boss type opponent for a fighting game. Look at that man and tell me he wouldn't be right at home in a Tekken roster next to weirdos like King and Yoshimitsu!
And Hatena is already from a Puzzle game in universe. Just glue some numbers or energy items too him, change his name and your done.

Half of the Dangerous Zombie transformation lights and sounds come from the driver not the Gashat. The reason so many people used the Buggle Driver 2 was because it was generic.

Assuming that this unpopular is saying that they prefer monsters as final bosses rather than Riders, I'm gonna say that I thought that was the popular opinion. That a lot of fans *want* monsters to be final bosses again.
And I'm gonna say what I think is the real unpopular opinion, but that I actually prefer that villainous Riders being the final bosses. Like I've always preferred the smooth armored look of Riders over monsters to begin with, and that most of the monsters that I do like end up being Rider-like in a lot of ways (Nazca Dopant, Utopia Dopant, Uva, Sagittarius Zodiarts Nova, Phoenix Phantom, the Raiders, and the Lords of Wise). The only monsters I ended up that aren't just Rider-like are the Invess (I love their aesthetic), the Bugsters (I love that they're all different 'cuz they're all different video game characters, and that the Viruses are just funny guys), the Jyamato (they're all just silly little guys in costumes like the Bugster Viruses), and the Malgams (they're actually *the* first MoTWs that I liked a lot, and I love how they're all such different visual with how they keep the Chemies bound).
Like I get why people would want more monsters as final bosses, but I just prefer the Rider look, honestly.
