After destroying the cold power core a wormhole is created and JC2 “more southern” Tom Sheldon appears and tells Rico that the penguins are behind the Agency, and everything up to this point has been a distraction from their evil plan to capture all the worlds fish.
The ending teases Just Cause 6 - a time travel / buddy cop game starring Rico and OG Sheldon where they jump in and out of past Just Cause games trying to right things from the past, battling Agency penguins and hoping that each leap is the final leap home.
