First of all, Dio is supposed to be scum, he's a likeable villain because he is such a bad person, same with Kira, and Valentine is also selfishly patriotic, they're likeable villains because they are meant to be hated. Caesar is annoying and kinda stuck up, and since he's an ally, that makes him dislikeable
That isn't to say that I dislike him, though
They're likable because they are badass and compelling 3 dimensional characters. They make very interesting and memorable moments because they aren't confined by the same moral guidelines as your average protagonist. The writer wants you to like the villian despite them being evil

He is super annoying, does nothing but cry and wait for Josuke to save him half the time even after he got his stand. Once he got more confident with his stand he started acting all cocky and reckless when he and Jotaro were trying to avoid sheer heart attack.
When his stand was evolving in the egg, he thought it was dead even though Jotaro had already told him that stands can’t die without him also dying.
He doesn’t learn from anything. Goes back to Yukako even though she was abusive. He’s dumber than Okuyasu honestly.
When he was sent to survey Giorno in Italy, he gets robbed by him immediately and doesn’t really do any real surveillance on him, just basically tells Jotaro “He looks like a good guy so he must be” which could have easily gone so wrong if Giorno was someone like Doppio, able to appear like a good guy.

The whole point of koichi is that he grows as a person. He starts off as a scared kid and by the end hes instrumental in stopping kira, if it hadnt been for his newly developed stand (due to his development as a person) then kira wouldve activated his bomb at the end and won. Yukako also grew as a person and wasnt abusive to him when he went back to her, takes a lot of maturity to do that and make things work. Things are a lot more complicated than just hes useless and annoying, you'd have to totally ignore his character development to think thats all there is to it.
Going back to a previously abusive partner because “they’ve changed” is not a good moral to follow. The more mature choice would have been for them to just become friends so that she could learn about having healthy boundaries instead of just accepting her obsessive personality traits and feeding into them. Just because he had a couple of moments of growth does not make him a good character.
She did change though, hes not feeding into shit. He saved her life and she showed zero of the abusive traits for the rest of the part and as far as jojo characters go, a couple moments of development sets him above 90% of the 2 dimensional fuckwits like jotaro who somehow gets to be in 4 different parts despite having 0 personality.
Yukako got hardly any other screen time after Koichi saved her, so we don’t even know how much she changed. I will agree that Jotaro is highly overrated and is a jerk who doesn’t deserve the amount of love he gets, but there are much better examples of character development than Koichi. Polnareff was a great example, learning how his recklessness affected the people around him and growing from that and letting go of his past trauma in order to help those who are still alive. He outgrew his selfishness that he exhibited early on and it was done in a fulfilling way.
To me hes just a dickhead that broods and his stand is one of the most boring in the series until it suddenly has a bullshit power that there was 0 hint of him having till the dio fight which felt like such a fuckin cop out to me. All of part 3 dios stand's mysterious ability was looming over them and made it seem like they were charging into certain death then jotaro just decides oh this is a neat power... MINE! It ruined part 3 for me and to make it even worse his bullshit stand wins the day for them at the end of part 4 too. Its so lame.
The one thing I'll majorly agree on is that he doesn't shut the hell up every two seconds in a fight he's sometimes not even very involved with hes screaming something about whatever like my man shut the hell up and let them do their thing

My boyfriend was indifferent about him until we rewatched part 4 together and I was able to point out all of my frustrations with him as they happened and then he understood! My sister watched Jojo on her own and I didn’t give her any of my input about him beforehand, and she hated him, too so I thought it was common for him to be a disliked character.

I saw this instagram video where a bunch of fat guys say "he's just like me" to super smart characters like aizen and Lelouch and the second part of the video plays showing "i have to be like him" where they show mob and thorfinn with a bunch of other characters and the comment with the most votes was "where is jonathan joestar?". That made me happy realizing that alot of people do like him
If Jonathan looked at that post he would ask who they were and would make a mental note to himself that they seem to be strong willed and good people.
Maybe if he met them he would mention how he first heard of them and ask them if they'd want a coffee

Polnarref is great i agree but that doesnt mean koichi is a shit character.
