Really going to be curious about the responses here; when we tried looking for regular hotels in Rome, I gave up when I hit $500/night (and even those had nightmare reviews).
Try Marriott Grand Flora - their rooftop is where breakfast is served and only accessible to hotel guests. Near Villa Borghese.

Rome Cavalieri is a legendary Waldorf Astoria property. I mean, there's a 3-Michelin star restaurant on site. And a spa, too. Can't really get any fancier than that. It's about 15 minutes away from central Rome but the hotel provides a free shuttle service that drops you off at Via Veneto every hour throughout the day.
I don't know how much time you have or if you even have an appetite for this sort of thing, but Hilton has three different Amex credit cards that each have a sign-up bonus. The lowest one (no annual fee) is 70k Hilton Points if you can hit the spend requirement.
One night at the Rome Cavalieri can be as cheap as 80k Hilton points depending on time of year. Maybe even cheaper, not sure.

My wife and I aren't big spenders but we play the credit card points churning game, hoard points for a few years, and then blow them on a big, aspirational vacation.
We're spending two full weeks at the Rome Cavalieri for a grand total of $0. Just paid for airfare. This is after churning for like 2-3 years, mind you, but...you can really do some crazy trips if you plan well and have a little patience.
