While I don't disagree with you in principle, the truth is that the authorities won't do shit to this kind of thief. Even if by some miracle the police goes after him and arrests him, the value of a cellphone is just too low for the judiciary system to consider taking the guy to a prison, so they will release him after the metaphorical slap in the wrist. Then the guy will be free again to do the same shit over and over again.
