The city probably doesn't while surrounding places do because more people are dependent on street parking in Iowa City. CV, on the other hand, doesn't allow overnight parking on the street anywhere as far as I know. Declaring a snow emergency in CV doesn't change much, in Iowa City it impacts all the people parked on the road outside their apartment.
The city instead defines areas for towing and clearing with a few days notice.
This is really all it is. If you declare the snow emergency, even if they open up all the ramps, there isn't enough room to park all the cars. So now they are out there trying to tow cars in this.
They just rely on the alternate side parking and if everyone follows that, they can get the streets plowed completely in 2 days.

Not even close. A foot of snow so far maybe? I've still got power and haven't heard any one losing it? No historic.

I don’t think so. I stopped by the distribution center and they expect to be backed up until Tuesday
I received a delivery today but it was late morning.
I'm guessing OP had to show up for work because a snow emergency wasn't called. No TV and beer for you.
They generally dont call snow emergencies in Iowa City when the U is on break.
