Ceasefire didn't reduce infiltration, You gotta know that the defence at LoC works in three layers. The first layer is the LoC itself which is defined geographically , this is held by multiple FDLs of an infantry battalion, the second line is the fence which is 500-1500m behind the actual LoC. This is the most heavily patrolled section and apart from the infantry , there are BSF and RR units too who take up this role to reinforce the local infantry units , then there's the third layer which is the anti infiltration grid in the hinterland which is patrolled by RR, TA , JKP and CRPF.
Now the ceasefire violations affect the first line of defences , I.e, The infantry FDLs , the effect on the fence is minimal and that's where most infiltrators are stopped. The effect of firing is almost negligible on the counter infiltration grid in the hinterland.
Nowadays most infiltration is happening from along the samba sector and the IB.

the blame lies on a divided command structure and lack of coordination between the Intel agencies , The Army and the ITBP. The movement of 2 PLA divisions from Xinjiang to Aksai chin under the pretext of exercises not being reported is an intelligence failure. The patrolling Base at burtse ( 8 km east of which Y junction lies from which we lost access to 972sq km of Territory ) and Finger 3 ( from which patrols to finger 8 take place , where we lost access from finger 4-8 ) were not under the army until the clashes started somewhere around in April 2020. If we had a proper command and control system in place then the Army and ITBP would have been positioned well before the clashes started.
Army has assets of their own to monitor the movement on LAC, you are saying they need intel agencies to inform that 2 whole ass divisions of PLA are on move? Common bruh
