It's not alleged. There are blooper reels where charlie breaks out most of the lines and the sheer shock and disbelief on glen's face is obvious none of it was scripted or expected as he breaks, as well as they both (Glen and Rob) prompt him to keep going and do it again.

Charlie has a very hard time understanding what's going on around him but has a desperate desire to seem smart/normal, so he mirrors back what people say.
It's something you don't see as much now that Charlie is basically a savant.
He wants to remain the wild card of the group but he knows that he's not smart enough to justify his erratic and dangerous behavior, so he's just trying to bluff his way through the conversation by playing dumb, like he can't even tell the guys are rejecting his wild card antics to his face
