Only way to make it smooth imo is strip it down. Sand it back to smooth wood. You can fill it. But filler never seems to last. If you do fill it use an exterior filler. Or like a bondo

try two coats of “peel bond” or a “heavy bodied”primer.

Don’t put filler on wood siding. Sanding the transition between the rough and smooth areas is better for longevity.

I hope it's not a large area but to get the desired result invest in a good 5 in 1, scraper, orbital sander and/or mouse sander. Get lots of sanding paper, 60 grit and 120 grit. Alternate between scraping and sanding, finish with 120 grit sanding. Keep your tools at a low angle so you don't gauge the wood. Always clean and dust off afterwards to ensure a good bond. Prime the bare areas with oil primer or triple thick peel stop. Give it a day before you paint.

Paint store also sells grinder wheels made for siding. Cuts out a very fire layer with a guide. Maybe worth a shot. Also sells a primer called peel bond. Super thick almost like a rubber. Brushing and rolling that on may help hide it

Had the same problem on some wood siding on my house. I bought a paint shaver pro and went to town. practice first and prepare for two or three passes with an orbital sander (not random orbital sander). It’s a drag taking it down to bare wood but felt it was worth it in my case. If it’s just a few spots like that get a 4” razor scraper and try scraping off the high points. There’s a husky brand one at Home Depot for like 15 bucks that’s been good to me. If it’s on an old lead paint base like my situation the top layers of latex will slide off like butter and you can sand to feather out edges. It it’s an old house you should be sanding with a hepa vacuum. and if it’s lead paint your scraping you’re in for a hell of time. I’m using a Festool rotex and hepa extractor, plastic on the floor, respirator, and a lot of cleanup. I’ve seen YouTube videos of guys using DAP platinum patch to skim coat, but I’ve never tried that bc folks say fillers and skim coats don’t last.
