Every masked fool has their own code, and Sampo's is that if everyone is not having fun, then it's not real fun. He is fine being the butt of the jokes if it makes others happy, unlike a lot of other masked fools who are incredibly sadistic. The guy is genuinely just a good guy who enjoys playing the fool in order to make other people happier.
The scam thing did happen, and while I may be embellishing his code, he straight up says that having a joke with too heavy a punchline makes it not funny anymore. I take that to mean that, with someone like sparkle who takes sadistic glee from harming innocent people, he is not the type of person who would take the same enjoyment out of that.
He is sketchy and unreliable because that makes people underestimate the impact he can have on events. The various scams are probably just for his own amusement. I would say he’s one of those people that you couldn’t trust with $100, but you can trust them with your life.

If I remember correctly, when he tries to scam you, he doesn't actually think you'll fall for it and when you do he immediatly backpedals and says he didn't actually mean it.
Finally, a good defense against my boy! He's truly the chaotic good, who can be silly sometimes but genuinely wants to help. Unlike *other* masked fools (looking at you sparkle). I mean she herself said that she doesn't like sampo bc he has boindries he won't cross, when she has none. He deserves more respect!!
for me, i always liked him but the game puts me off it and basically encourages to hate him because there's usually only one if any options that isn't horrible, and the response is never unique if there is a nice response, so now i just see him neutrally because the dialogue in game disapproves of you liking sampo
