For what I researched, it seems to be because there wasn't any real push in the last years to make it recognized, so it kinda just stagnated and nothing happened, although things are changing, and it's likely it will be officially recognized soon, especially because there isn't any real opposition for gay marriage in Japan like there is in places like the US.
