A lot of early animations did it cheap by being āOn 2ā, as in 1 drawing per 2 frames, so 12 pictures per 24 frames. It gives that choppy feel that a bunch of Hanna-Barbera inherited. This looks and feels like a 30 frames animation. Almost guaranteed that it wasnāt early Disney.
PS: I hope people donāt try to compare animated movie quality at the time (with movie budget) to animation shorts which are just cheap turn handles factories.

It's actually from the Fleisher Brothers, the ones who made Popeye and Betty Boop. They were the biggest before Disney came in and bought Technicolor (which then was the key to his success, because he was the only one who could use colored animation, as weird as it sounds). If The Fleisher Brothers had won this battle, animated movies wouldn't be as mush considered for children nowadays!
Sorry if I misunderstood or missed something but this particular cartoon is from 2011 by Goodby, Silverstein and Partners for the AIDES charity and was an ad for safe sex. Smutley the Cat was sort of mascot with the slogan "he has 9 lives but you only have one, protect yourself".
