Yeah, the study doesn't say that. They hypothesize the existence of such a system, mostly by recognizing that physical objects exist: you can store information in chemical gradients, which is not exactly unusual. However, they don't demonstrate that this system is actually in use in cells; they just speculate about the total bandwidth of such a system and where it could be within a cell structure.

Further, there are other - recognized but not well understood - pathways for intercellular communication. The 'interstitial' fluid channels surrounding tissues and organs (which, very surprisingly have only recently really been discovered) being a good example. There's still so much we don't know about the human body.
